How is COR different from EOR?
COR is for contractors – self-employed individuals or companies engaged for a specific scope of work. EOR is for employees who receive a formal employment contract, statutory benefits, and full legal protections. If your contractors are showing signs of misclassification, EOR may be the right conversation.
Can contractors convert to permanent employment later?
Yes – if the relationship evolves into something that looks and feels like employment, we can transition them to EOR cleanly. We’ll flag if we think that conversation is worth having.
What countries do you cover?
We currently cover Eastern Europe, Latin America, South Asia, and South Africa. Coverage is expanding – if your target location isn’t listed, ask us on a discovery call and we’ll confirm availability.
How does the sub-contracting structure work legally?
Perpetum holds the contract with you via a frame agreement and SOW. Each contractor is engaged by Perpetum under a separate but matching local contract. You manage the work – we manage the paperwork, payments, and compliance.
What happens if a contractor isn't working out?
COR engagements are flexible by design. If a contractor isn’t delivering, the exit is clean – no severance complications, no lengthy notice periods in most markets. We handle the offboarding process end to end.
Do you handle IP and NDA agreements?
Yes – IP assignment and confidentiality clauses can be included in the contractor engagement documents. We recommend this as standard for any contractor with access to proprietary systems or code.
Is there a minimum engagement duration?
No minimum commitment. Contractors can be engaged for a single project or on an ongoing basis – the structure is flexible in both directions.
What is the misclassification risk for existing contractors?
It varies by market. Some jurisdictions – Poland and Serbia in particular – have increased enforcement activity around contractor arrangements that exhibit characteristics of employment. We’ll flag the risk level for your specific situation on the discovery call.
